Management of Investment Risk in Pension Fund Portfolios: Lessons for Nigerian PFAs

This study examines investment risk management practices in Nigerian pension fund administrators and identifies lessons from international best practice for improving portfolio risk governance in the Nigerian context. PFAs bear a fiduciary responsibility to invest contributor savings prudently, balancing the need for adequate long-term returns against the imperative of capital preservation. Investment risk management failures, whether through concentration risk, liquidity mismatches, or duration mismatch, can permanently impair retirement outcomes for beneficiaries. This study uses a mixed-method design, combining PENCOM regulatory data and PFA portfolio reports for 2019 to 2023 with interviews conducted with 35 portfolio managers and risk officers in eight PFAs operating in Lagos and Abuja. Investment risk assessment covers concentration risk, liquidity risk, market risk, and counterparty risk dimensions. Portfolio optimization techniques including mean-variance analysis are applied to assess the efficiency of current investment allocations. Findings reveal that PFA portfolios are significantly concentrated in federal government bonds and money market instruments, with low allocations to equities, real estate, and alternative assets despite PENCOM's approved investment limits. This conservatism reflects risk culture and regulatory safe harbor effects rather than formal risk-return optimization. Several PFAs lack formal investment risk committees or independent investment risk functions. The study concludes that PFA investment risk management is underdeveloped relative to the scale of assets under management. It recommends formal investment risk framework requirements as a condition of PFA licensing renewal.
