The Role of Non-Governmental Organisations in the Development of International Human Rights Law: Nigerian Perspectives

This paper examines the role of non-governmental organisations (NGOs) in the development and enforcement of international human rights law, with a focus on the contributions of Nigerian civil society organisations operating at both domestic and international levels. NGOs have played an increasingly influential role in standard-setting, monitoring, documentation, and advocacy in international human rights law, and Nigeria hosts a significant number of active human rights organisations engaged with UN treaty bodies, the African Commission on Human and Peoples' Rights, and foreign donor-supported programmes. The research adopts a descriptive methodology, drawing on NGO submissions to UN human rights bodies, academic literature on civil society's role in international law-making, and institutional reports from organisations such as the Civil Liberties Organisation, Amnesty International Nigeria, and the Socio-Economic Rights and Accountability Project (SERAP). The paper evaluates specific contributions of Nigerian NGOs to the UN Universal Periodic Review process and to the development of the African human rights system. It also analyses the legal and political challenges faced by NGOs in Nigeria, including restrictions under the Companies and Allied Matters Act, funding constraints, and instances of government harassment. Findings suggest that while Nigerian NGOs have made measurable contributions to international human rights advocacy, their domestic impact is constrained by legal restrictions and resource limitations. Recommendations include legislative reform to create an enabling environment for NGO operations, increased domestic funding for human rights organisations, and stronger partnerships between NGOs and academic institutions.
