Towards a Theory of Subnational Authoritarian Enclaves in Nigerian Democratic Federalism

This dissertation develops an original theory of subnational authoritarian enclaves within Nigeria's democratic federal system, arguing that democratic consolidation at the national level coexists with entrenched subnational authoritarian governance practices in a systematic and theoretically explicable pattern. Drawing on Gibson's influential work on subnational authoritarianism in Latin America and extending it to the distinctive features of Nigerian federalism, the dissertation proposes the Nigerian Subnational Authoritarian Enclave Theory (NSAET), which identifies boundary control, inter-jurisdictional isolation, and patronage network institutionalisation as the three constitutive mechanisms of subnational authoritarian persistence in formally democratic Nigerian states. The dissertation employs a mixed-methods comparative design covering eight Nigerian states selected to represent variation on subnational democracy and authoritarianism scores across all geopolitical zones, combining an original subnational democracy index constructed from 25 governance indicators, 90 in-depth interviews with politicians, civil servants, journalists, and civic leaders, and computational analysis of state legislative activity data from 2019 to 2023. Boolean Qualitative Comparative Analysis (QCA) and comparative process tracing serve as primary analytical tools. The NSAET makes three original theoretical contributions: the subnational authoritarianism measurement methodology, the boundary control-isolation-patronage causal mechanism specification, and the identification of federal institutional reform levers most likely to erode subnational authoritarian enclaves. Policy recommendations target constitutional amendments to INEC's subnational mandate, freedom of information enforcement at state level, and civil society capacity building grants.
