Multi-Level Governance, Intergovernmental Fiscal Transfers, and Education Development in Northern Nigeria

This dissertation provides an original multi-level governance analysis of how intergovernmental fiscal transfer structures determine education development outcomes in Northern Nigeria, encompassing states from the North Central, North West, and North East geopolitical zones. Nigeria's extreme education inequality between geopolitical zones, with Northern states consistently recording the lowest school enrolment, literacy, and learning outcome indicators nationally, is argued to be substantially driven by governance and fiscal transfer architecture failures rather than by purely cultural or socioeconomic factors. The dissertation employs a three-level hierarchical research design analysing federal, state, and local government education governance simultaneously, using a 15-year panel dataset (2009 to 2023) of fiscal transfer flows, education expenditure, and learning outcome indicators from 19 Northern states. Hierarchical linear modelling, spatial econometrics, and a unique qualitative process tracing study of three states, Kano, Gombe, and Plateau, with divergent education trajectories provide the methodological architecture. Multi-Level Governance Theory, Oates' Fiscal Federalism Theory, and the Education Production Function Framework jointly provide the theoretical foundation. The dissertation proposes the Fiscal Transfer-Education Development Nexus Model (FTEDNM), which specifies how transfer conditionality design, local government fiscal autonomy, and inter-level accountability mechanisms interact to determine education development outcomes in decentralised governance systems. Original contributions include the FTEDNM theoretical model, the Northern Nigerian Education Governance Index (NNEGI), and empirical identification of the minimum local education expenditure threshold required for measurable learning outcome improvements.
