Challenges of Implementing Adult Education Policy in Bayelsa State

This study investigated the challenges confronting the implementation of adult education policy in Bayelsa State, South South Nigeria. Although Nigeria has established national adult education policy frameworks, translating these into effective state-level programme delivery remains problematic across many states, with Bayelsa presenting a particularly challenging context given its unique geographic and demographic characteristics. The study employed a descriptive survey design engaging 110 participants including adult education programme officers, facilitators, local government education supervisors, and community leaders from four local government areas. Questionnaires, policy document reviews, and key informant interviews formed the data collection framework. Findings identified inadequate funding, bureaucratic delays in programme coordination, staff recruitment and deployment challenges, community apathy in riverine areas, and limited inter-agency coordination as the most critical policy implementation constraints. The study found a significant disconnect between centrally designed policy provisions and the operational realities faced by frontline practitioners in Bayelsa's swampy, geographically dispersed communities. Monitoring and evaluation mechanisms were poorly operationalised, making it difficult to track programme outcomes systematically. Recommendations include strengthening state-level adult education funding allocations, decentralising programme management authority to local government education agencies, establishing a dedicated Bayelsa State adult education inspectorate, and developing a context-specific implementation framework that accounts for the state's riverine geography. Annual stakeholder review forums linking policymakers, practitioners, and community representatives are also proposed.
