Theorising the Urban Rural Continuum in West Africa: Planning Implications for Intermediate Cities in Nigeria

The binary urban-rural distinction embedded in most Nigerian planning frameworks fails to capture the complex spatial continuum of settlements and economic functions that characterize West African urbanization. This study develops an original theoretical framework for understanding the urban-rural continuum in West Africa and derives its implications for planning policy and practice in Nigerian intermediate cities. Using a combination of regional urbanization theory, economic geography, and African urbanism scholarship, the research constructs a multidimensional continuum framework incorporating population density, economic functional linkages, infrastructure connectivity, and governance characteristics. Empirical validation of the framework is conducted through intensive field research in six intermediate cities across Nigeria: Lafia, Lokoja, Umuahia, Birnin Kebbi, Yola, and Ado-Ekiti, each representing different positions on the proposed urban-rural continuum. Primary data collection over three years involved 300 enterprise surveys, 150 household livelihood interviews, spatial connectivity analysis, and 60 institutional interviews. The comparative analysis identifies distinct planning challenges associated with different continuum positions and evaluates the adequacy of applying urban planning standards developed for large cities to intermediate urban contexts. Original theoretical contributions include the West African Urban-Rural Continuum Framework and an Intermediate City Planning Standards typology. Policy recommendations challenge the uniform application of national urban planning standards across city size categories and propose a tiered, continuum-sensitive planning policy framework for Nigerian intermediate cities.
