An Assessment of the Hausa Language Component in the National Policy on Education in Nigeria

The National Policy on Education in Nigeria provides the overarching framework for language in education policy, including provisions for indigenous language instruction, Hausa being one of three major national languages with constitutionally recognised status. This study critically assesses the Hausa language component of the National Policy on Education, evaluating its provisions, implementation, and implications for Hausa language development across different levels of the Nigerian education system. A policy analysis design was adopted, reviewing the current National Policy on Education document, associated curriculum guidelines, and relevant legislation including the Universal Basic Education Act and the National Languages Policy. The study also reviewed implementation reports from the National Council on Education and the National Educational Research and Development Council. Interviews with 16 education policy specialists, Hausa linguists, and curriculum developers provided expert interpretive perspectives. Findings indicate that while the National Policy on Education includes significant provisions for mother tongue instruction in early childhood and primary education, including Hausa, implementation has been inconsistent particularly in states with mixed linguistic populations. Secondary and tertiary level provisions for Hausa remain comparatively weak. Policy language on Hausa language development is aspirational but lacks the specific resource commitment and monitoring mechanisms needed for effective implementation. Recommendations address revision of the National Policy on Education to include measurable Hausa language development targets, establishment of a dedicated Hausa language development fund, and strengthened coordination between federal and state education authorities on Hausa language policy implementation.
