Examining Host Community Perceptions of Tourism Development and Social Exchange in the Niger Delta, South South Nigeria: A Longitudinal Perspective

This study examines host community perceptions of tourism development impacts and social exchange dynamics in the Niger Delta region of South South Nigeria across two measurement periods in 2019 and 2024, applying social exchange theory within a longitudinal panel design. The Niger Delta presents a uniquely complex context for tourism development research given the region's resource extraction legacy, environmental degradation history, community-government trust deficits, and emerging ecotourism and cultural tourism opportunities. A longitudinal panel survey design tracks perceptions of 320 community members sampled across Rivers, Delta, Bayelsa, and Edo states at two time points five years apart, supplemented by 24 follow-up qualitative interviews with purposively selected panel members. Social exchange theory constructs assessed include perceived tourism benefits across economic, socio-cultural, environmental, and governance dimensions, exchange equity perceptions, community trust in tourism institutions, and support for tourism development. Longitudinal analysis reveals significant shifts in community perceptions between 2019 and 2024, with economic benefit perceptions improving modestly while environmental impact concerns intensify significantly, attributed to growing awareness of ecotourism alternatives to extractive industry. Trust in government-led tourism development remains low across both periods, while trust in community-based ecotourism ventures increases substantially. The study contributes a Niger Delta Community Tourism Exchange Model and articulates longitudinal dynamics of host community attitude formation that are absent from existing cross-sectional studies.
