Assessment of the Contribution of Quantity Surveyors to PPP Infrastructure Projects in Abuja

Public-private partnerships (PPPs) have emerged as a significant financing mechanism for infrastructure development in Nigeria, but the extent to which quantity surveyors contribute to PPP project advisory and delivery remains under-documented. This study assesses the nature and extent of quantity surveyor contributions to PPP infrastructure projects in Abuja, focusing on road, rail, and public building concessions. A survey research design was employed, with 80 respondents including quantity surveyors, infrastructure advisors, and Bureau of Public Enterprises officials. Structured questionnaires and interviews were used for data collection, with analysis conducted using mean scores and content analysis. Findings reveal that quantity surveyors contribute primarily to PPP feasibility cost assessments and output specification costing, but are largely absent from financial modelling, risk allocation, and concession agreement stages where their input could add significant value. The study identifies inadequate PPP-specific training, limited understanding of project finance principles, and exclusion from PPP advisory team rosters as key barriers. Recommendations include development of a specialised PPP module in quantity surveying continuing professional development programmes, formation of a NIQS PPP advisory committee, and advocacy for mandatory inclusion of quantity surveyors in government PPP transaction advisory teams.
