Evaluation of the Use of Specification Documents in Small Scale Building Projects in Akure, Ondo State

Specification documents are fundamental to defining quality standards and material requirements in construction contracts, yet their use in small-scale building projects in Nigeria is frequently inadequate or absent. This study evaluates the use of specification documents in small-scale residential and commercial building projects in Akure, Ondo State. A descriptive survey design was employed, with 78 quantity surveyors, architects, and building contractors forming the study sample. Structured questionnaires were administered and data analysed using frequency tables, mean scores, and cross-tabulation. Findings indicate that formal written specifications are prepared for fewer than 25% of small-scale projects in Akure, with most contracts relying on verbal descriptions of material requirements. The absence of specifications is associated with frequent material substitutions, quality disputes, and higher incidences of rework, adding an average of 9% to project costs. The study finds that clients of small projects are generally unaware of the contractual protection offered by specifications, and that architects and quantity surveyors frequently omit specifications citing time and cost constraints. Recommendations include the development of a simplified specification template for small building projects suitable for the Nigerian context, and professional awareness campaigns targeting small-scale developers. Regulatory authorities are advised to require basic specification documents as part of the building plan approval process. This research addresses a practical gap in construction documentation practice in the South West geopolitical zone.
