Investigation of the Role of Gender Focal Points in Federal Universities in South East Nigeria

Gender focal points in Nigerian universities are designated officers responsible for mainstreaming gender into institutional policy, programming, and reporting. Their effectiveness, however, varies widely across institutions and is rarely assessed empirically. This study investigates the roles, resources, and effectiveness of gender focal points in five federal universities in the South East geopolitical zone. A descriptive mixed-method design was employed, with 60 gender focal point officers, university administrators, and student union representatives completing structured questionnaires and interviews. Data were analysed using descriptive statistics and content analysis. Findings reveal that gender focal points in South East federal universities are largely marginalised within institutional hierarchies, with minimal funding, no dedicated office space in two of the five institutions, and advisory roles with no decision-making authority. Most focal points lack postgraduate-level gender studies training and depend on personal motivation and external NGO partnerships for programme delivery. Student awareness of gender focal point services averages 22% across sampled campuses. Recommendations include mandatory resource allocation for gender focal point offices in university budgets, professionalisation of gender focal point roles with specific qualifications, and integration of gender focal point reporting into National Universities Commission accreditation criteria.
