Corporate social responsibility programmes implemented by petroleum companies in Niger Delta communities are intended to address development deficits and manage community relations, yet persistent conflicts between companies and communities suggest significant gaps between programme design intentions and community impact. This study professionally assesses CSR programmes and their effects on community relations in three oil-producing communities in Delta State, South South Nigeria. A professional evaluation design was adopted, combining review of CSR programme documentation from two international oil companies operating in the study area, structured questionnaires administered to 180 community members, and fourteen semi-structured interviews with community liaison officers, youth leaders, and women's group representatives. The Stakeholder Theory and Social License to Operate framework guided analysis. Results reveal that 64% of community respondents rated CSR programme benefits as inadequate relative to environmental and social costs of oil operations. Trust in oil company CSR processes was low at 23%, attributed to perceived preference for visible infrastructure projects over community-identified priorities. Scholarship programmes and healthcare interventions were rated most positively, while employment commitments were the source of greatest dissatisfaction. Companies with community-elected CSR committees demonstrated 31% higher community satisfaction scores than those using company-selected community representatives. Environmental remediation commitments were fulfilled in only 38% of documented cases. Recommendations include mandatory community-elected CSR oversight committees, independent monitoring of CSR commitments, and binding remediation timelines in operating agreements with Delta State government oversight.
