Professional Assessment of Institutional Responses to Child Trafficking in Cross River State

Child trafficking in Nigeria's South South and South East zones continues to affect thousands of children annually, yet institutional responses at the state level frequently fall short of effectively protecting victims or prosecuting perpetrators. This study professionally assesses the institutional responses to child trafficking in Cross River State, examining the roles of the National Agency for the Prohibition of Trafficking in Persons, the Cross River State Ministry of Women Affairs, and civil society partners. A professional assessment methodology combining document review of NAPTIP case records and prosecution data, structured interviews with twenty-one institutional actors including law enforcement, social workers, and judges, and focus group discussions with twelve child trafficking survivors was adopted. The Human Trafficking Response Framework was applied as the evaluation guide. Results indicate that prosecution rates for child trafficking cases in the state were 23% of reported cases, a significant gap attributed to witness intimidation, inadequate survivor support during proceedings, and weak evidence collection protocols. Victim identification and referral systems between police, NAPTIP, and social welfare were inconsistent, with survivors sometimes detained in police cells rather than transferred to NAPTIP shelters. Survivor rehabilitation services in state shelters were under-resourced, with only one qualified social worker managing an average caseload of thirty survivors. Community prevention programmes were rare, with only two documented in the study period. Recommendations include dedicated anti-trafficking prosecution units in Cross River State courts, survivor-centred evidence protocols, and significant shelter resource investment.
