Social Theory, Development, and the State: An Original Critical Framework for Analysing Development Failure in Nigeria’s North West Zone

Development sociology in Nigeria has produced extensive empirical documentation of development programme failures but limited theoretical innovation in explaining why state-led development has systematically underperformed across successive administrations and programme designs in the North West geopolitical zone. This doctoral study develops an original critical theoretical framework for analysing development failure in Nigeria's North West, integrating elements of post-colonial state theory, political sociology of development, and sociology of knowledge to explain the persistent gap between development intention and social outcome. The framework is constructed through six years of multi-method research combining institutional ethnography in development agencies across Kano, Kaduna, and Sokoto States, analysis of six decades of development policy documentation, seventy-eight interviews with development practitioners, community members, and policymakers, and critical discourse analysis of development programme narratives. The original framework, termed the Development Legitimation Trap, theorises that Nigerian state development agencies are structurally oriented toward producing legitimate development narratives for political audiences rather than effective development outcomes for communities, creating a self-reinforcing institutional culture where documentation of effort substitutes for creation of impact. Three original mechanisms sustain the trap: elite capture of development resource allocation through patronage networks that override technical criteria; technocratic knowledge displacement that marginalises community knowledge in programme design; and accountability inversion where agencies are accountable upward to political principals but not downward to beneficiary communities. The doctoral contribution offers the first comprehensive critical-theoretical account of systematic development failure applicable across the North West Nigerian context.
