Original Theoretical Development in the Sociology of Organised Crime and State Complicity in Nigeria’s South South Geopolitical Zone

Organised crime in Nigeria's South South zone, encompassing oil theft, illegal bunkering, maritime piracy, and militancy, has generated an extensive security literature but limited original sociological theorisation that accounts for the structural relationship between organised criminal economies and the Nigerian state's own institutional interests. This doctoral study makes an original theoretical contribution to the sociology of organised crime and state complicity in the South South geopolitical zone, grounded in six years of research in Rivers, Bayelsa, and Delta States. Research combined ethnographic fieldwork in three oil-producing communities with established criminal economy histories, analysis of oil theft prosecution records and security sector reports spanning 2015 to 2024, sixty-seven in-depth interviews with community leaders, former militants, security personnel, journalists, and oil industry officials, and comparative case analysis across three distinct criminal economy configurations. The original theoretical framework, termed Predatory Governance Ecology, proposes that organised crime in the South South is not a deviation from legitimate governance but is structurally integrated into a predatory governance ecology in which political elites, security agencies, and criminal organisations operate in overlapping institutional spaces that produce mutual benefit while generating community harm. Three original theoretical mechanisms are identified: protection market co-production in which state security actors receive rents from criminal operators while maintaining visible enforcement performance; criminal economy state-building in which militant organisations acquire governing functions that replicate state institution logics; and corruption ecology in which each complicit state actor requires the others' participation to sustain individual rent extraction. The doctoral contribution advances organised crime sociology through original theorisation grounded in the Nigerian evidence base.
