Contract Administration Challenges in Reinforced Concrete Bridge Projects in Cross River State

Bridge construction projects in Cross River State in the South South geopolitical zone frequently encounter contract administration challenges that extend delivery periods and inflate costs, undermining the state's infrastructure development agenda. This study investigates contract administration challenges in eight reinforced concrete bridge projects executed between 2019 and 2024 in Cross River State, examining issues related to contract documentation quality, variation order management, contractor performance monitoring, and dispute resolution. Research data were gathered through structured interviews with civil servants in the State Ministry of Works, resident engineers, and contracting firm representatives, complemented by review of contract documents and final account records. Contract administration performance was rated against a structured evaluation framework encompassing twelve key process areas derived from FIDIC Yellow Book provisions. Findings reveal that inadequate ground investigation data at the contract award stage was the root cause of geotechnical variation orders in six of the eight projects, contributing to an average cost increase of 31 percent. Contractor cash flow crises, exacerbated by delayed interim payment certificates issued beyond the contractual 28-day period, led to work stoppages in five projects with average interruptions of 11 weeks. Dispute resolution mechanisms were found to be poorly defined in six contracts, resulting in protracted negotiations that delayed final account settlement by up to 18 months. The study advocates for mandatory pre-contract ground investigation, monthly interim payment certification, and adoption of the FIDIC Dispute Adjudication Board process in all state infrastructure contracts.
