Effective bridge asset management requires a systematic framework that integrates condition assessment, maintenance planning, budget forecasting, and lifecycle decision-making to maximise the service value of existing bridge stock. This study develops and evaluates an asset management framework for road bridges under the jurisdiction of the Plateau State Ministry of Works in the North Central geopolitical zone. The framework is developed by adapting elements of the UK Highways Agency Bridge Management System and the World Bank Bridge Management Manual to the institutional capacity, data availability, and funding constraints of Plateau State. Inventory and condition data for 47 bridges in the state were collected through standardised visual inspection using the Federal Ministry of Works Bridge Inspection Manual, and a state-level bridge management database prototype was developed. Condition scores were used to populate a maintenance needs model forecasting annual funding requirements over a 10-year planning horizon. Results indicate that 62 percent of Plateau State bridges are in fair to poor condition, with an estimated deferred maintenance liability of 8.3 billion Naira. The asset management framework identified a triage of 12 bridges requiring urgent rehabilitation within the next two years to prevent functional failure, at an estimated cost of 2.1 billion Naira. Annual routine maintenance investment of 320 million Naira was estimated as sufficient to prevent further deterioration progression in the remaining bridge stock if implemented consistently. The study advocates for legislative mandate of the asset management framework, annual ring-fenced bridge maintenance budgets, and a biennial state-wide bridge condition inspection programme.
