Design and Management of Smallholder Irrigation Infrastructure in South East Nigeria

This study examines the design standards and management systems of smallholder irrigation infrastructure in South East Nigeria, assessing infrastructure quality, management adequacy, and performance outcomes across a sample of community irrigation schemes. South East Nigeria's high agricultural population density and limited arable land make efficient irrigation development critical for food security and income generation. However, the design and management quality of smallholder irrigation infrastructure in the region is highly variable, with many community schemes underperforming relative to their potential. This study uses a structured infrastructure assessment methodology applied to 20 smallholder irrigation schemes in Anambra, Enugu, and Imo States. Infrastructure components including intake structures, main canals, distribution networks, and field channels are evaluated against design standards. Management assessments cover water user association governance, maintenance fund collection, and equitable water distribution. Crop yield data are collected from 240 scheme participant households. Findings reveal that 65 percent of sampled scheme infrastructure shows maintenance deficiencies requiring urgent repair. Design deficiencies in canal sizing and gradient are evident in 8 of 20 schemes, contributing to water delivery inefficiency. Schemes with active and well-governed water user associations show 31 percent higher crop yields than weakly governed counterparts. The study concludes that design quality and management governance are co-equal determinants of scheme performance. It recommends a regional irrigation infrastructure rehabilitation programme combined with water user association strengthening.
