Evaluation of Compliance with Heavy Metal Discharge Limits by Selected Industries in the Kaduna Industrial Corridor

Heavy metal discharges from industrial facilities pose long-term ecological and public health risks, particularly along industrialised river corridors. This study evaluates the degree of compliance with heavy metal effluent discharge limits by ten industries operating in the Kaduna Industrial Corridor, North West Nigeria, over a twelve-month monitoring period. Effluent samples were collected quarterly from the discharge points of five textile mills, three tanneries, and two chemical processing plants. Concentrations of chromium, nickel, lead, cadmium, copper, and zinc were determined by inductively coupled plasma optical emission spectrometry. Results were compared against NESREA Effluent Limitation Regulations and WHO industrial discharge guidelines. Compliance records submitted to NESREA by industries were cross-referenced with independent analytical results. Results show that tanneries exhibited the highest rate of non-compliance, with chromium exceeding the limit of 0.5 milligrams per litre in 70 percent of collected samples. Lead and cadmium levels in textile effluents exceeded permissible limits in 40 percent of samples. Self-reported compliance data submitted by industries aligned with independent measurements in only 55 percent of cases, raising concerns about reporting reliability. Industries employing dedicated effluent treatment plants showed significantly better compliance than those relying on lagoon-only systems. The study recommends strengthening independent third-party effluent monitoring, increased inspection frequency by NESREA, and imposition of financially meaningful penalties for chronic non-compliance to incentivise investment in treatment infrastructure.
