Industrial Relations Climate and Employee Commitment in Nigerian State-Owned Enterprises: Evidence from Delta State

This study examines the relationship between industrial relations climate and employee organizational commitment in state-owned enterprises (SOEs) in Delta State, South South Nigeria. Industrial relations climate, defined as employees' collective perceptions of the quality of relationships between management, workers, and their unions, is increasingly recognized as a predictor of commitment, engagement, and productivity, particularly in the public enterprise sector. An applied professional research design was employed, and data were obtained from 110 employees across three Delta State SOEs through validated questionnaires. The Climate of Industrial Relations Scale and Allen and Meyer's Three-Component Commitment Model provide the measurement framework. Findings reveal that SOEs characterized by collaborative industrial relations climates, marked by mutual trust, transparent communication, and joint problem-solving between management and unions, achieve significantly higher levels of affective and normative commitment among employees. Conversely, SOEs with adversarial labour management dynamics exhibit elevated disengagement, higher turnover, and more frequent service disruptions. The study further identifies a positive correlation between union effectiveness scores and employee commitment levels, suggesting that functional trade unionism strengthens rather than undermines employee organizational attachment. Recommendations include investing in joint consultative committee training, adopting interest-based bargaining approaches, and conducting annual climate surveys as a diagnostic tool for HR leadership. This research provides practical guidance for public enterprise management boards, state government HR directors, and industrial relations advisors in the South South region.
