The Political Economy of Trade Union Decline in Post-Privatisation Nigeria: Historical, Structural, and Agency Perspectives

This doctoral study develops an original political economy explanation of trade union membership decline and institutional weakening in post-privatisation Nigeria, integrating historical, structural, and agency-level perspectives to produce a comprehensive causal framework. Union density in Nigeria has declined precipitously since the 1990s privatisation wave, yet existing explanations focus narrowly on structural employment composition shifts without adequately theorizing the role of state labour policy, employer anti-unionism strategies, and union internal governance failures as interactive causal mechanisms. Drawing on Polanyi's Theory of Market Society, the Power Resources Approach of comparative labour relations, and Gramsci's concept of hegemony, this study employs a historical-comparative research design involving archival analysis of NLC and TUC records from 1999 to 2023, quantitative analysis of NBS labour force and union density data, and 95 elite interviews with current and former union leaders, privatised company HR directors, and government labour officials. The original theoretical contribution is a Nigerian Union Decline Causal Topology that disaggregates the union density fall into privatisation-specific structural effects, employer counter-mobilization strategies, state corporatist containment mechanisms, and internal union legitimacy crises, demonstrating that these mechanisms interact in a mutually reinforcing cycle not captured by any single existing theory. The study also challenges the assumption that union decline is irreversible, identifying historical episodes of recovery and the structural conditions that enabled them. Recommendations include a National Union Revitalization Strategy, reform of the Trade Unions Act, and comparative learning from Ghana's union recovery experience.
