Assessing the Compliance of Employers with Employees Compensation Insurance in Ogun State

This study assesses employer compliance with the Employees' Compensation Act (ECA) 2010 among manufacturing firms in Ogun State, South West Nigeria. The ECA mandates employers to contribute to the Nigeria Social Insurance Trust Fund (NSITF) and provide compensation insurance coverage for work-related injuries, illnesses, and deaths. Ogun State hosts a significant concentration of manufacturing industries, making it a relevant site for evaluating workplace insurance compliance. Despite the legal framework, anecdotal evidence and enforcement gaps suggest that compliance, particularly among medium-sized firms, remains incomplete. This research employs a descriptive survey design with primary data collected from 50 manufacturing firms and 200 employees through separate questionnaires targeting human resource managers and workers respectively. The study assesses awareness of ECA requirements, enrollment status with NSITF, claims experience, and obstacles to compliance. Secondary data from the Ogun State NSITF office supplement primary findings. Descriptive statistics and cross-tabulations are applied. Preliminary analysis anticipates low compliance rates, particularly among firms with fewer than 100 employees. The study recommends enhanced enforcement capacity for NSITF inspectors, simplified enrollment procedures, and employer education campaigns targeting industrial associations in Ogun State.
