Analysis of Trade Facilitation Reforms and Their Effect on Export Processing Time in Nigerian Seaports

This research analyses the outcomes of trade facilitation reforms implemented at Nigerian seaports over the period 2019 to 2023, with specific focus on their effect on export cargo processing time as a key indicator of logistics efficiency and international trade competitiveness. Nigeria has introduced several reform initiatives including the implementation of the Single Window System, risk-based cargo examination, and electronic pre-arrival assessment of documentation in an effort to streamline port processes and comply with the WTO Trade Facilitation Agreement. The study employs a documentary and secondary data design drawing on cargo dwell time data, trade process compliance statistics, and single window utilisation rates sourced from the Nigerian Ports Authority, Nigerian Customs Service, and published World Bank Logistics Performance Index assessments. Trend analysis, before-and-after comparison analysis, and descriptive statistics are the primary analytical tools. The theoretical framework draws on trade facilitation theory and the new institutional economics perspective on transaction costs in international trade. The study traces changes in average export processing times across major ports including Apapa, Tin Can Island, and Onne, evaluating the magnitude and consistency of improvement attributable to specific reform interventions. Findings are expected to reveal that while electronic documentation processing has reduced administrative processing times, physical inspection bottlenecks and inter-agency coordination failures continue to generate substantial delays in cargo release. Recommendations include mandatory time-release studies, performance benchmarking against regional peers, and institutional incentives for inter-agency collaboration at port inspection points.
