Examining Barriers to Market Entry for Nigerian Agricultural Exporters in the European Union

This study examines the principal barriers to market entry encountered by Nigerian agricultural exporters seeking to access European Union markets, with particular focus on non-tariff measures including sanitary and phytosanitary standards, maximum residue limits, and traceability requirements. Nigeria's agricultural export sector targets EU markets for cocoa, sesame, shea butter, and spices, yet repeated EU rapid alert notifications for Nigerian consignments rejected at EU borders due to standard violations indicate that market access challenges are systemic rather than isolated. The study adopts a descriptive mixed-methods research design, collecting primary data from 80 agricultural exporters and quality standards officers through structured questionnaires administered in Oyo, Cross River, and Benue states. Secondary data are drawn from the EU RASFF database and the Standards Organisation of Nigeria. Descriptive statistics and thematic analysis are used. The theoretical framework draws on the non-tariff barrier literature and the global food standards governance framework. The study categorises and ranks the specific EU market access barriers encountered by Nigerian agro-exporters, examines the capacity of National Agency for Food and Drug Administration and Control and the Standards Organisation of Nigeria to support compliance, and analyses the financial cost of standard upgrading for small-scale agro-processors. Findings are expected to reveal that maximum residue limit violations and inadequate traceability documentation are the most frequent grounds for EU consignment rejection. Recommendations include establishing EU-standard compliant export verification laboratories, funding farmer-level pesticide management training, and developing an agricultural export standards compliance fund.
