Community Development Associations and Local Governance in Enugu State: Roles, Challenges, and Opportunities in Udi Local Government Area

This study investigates the roles of community development associations in supporting and challenging local governance in Udi Local Government Area of Enugu State, South East Nigeria. Community development associations represent a powerful form of organized civil society at the grassroots level, engaging in community infrastructure financing, dispute resolution, social welfare provision, and advocacy for improved government services. Their relationship with local government councils is complex, often simultaneously cooperative and adversarial. Using a mixed methods design, data is collected from 80 association leaders, 30 local government officials, and 60 community members through questionnaires and focus group discussions. The Civil Society Governance Theory and the Social Capital Framework guide the conceptual analysis. Secondary data includes Enugu State Ministry of Local Government publications, association constitutions and annual reports, and academic literature on community governance in South East Nigeria. Descriptive statistics and thematic analysis are applied. Findings are expected to reveal that associations play critical complementary roles in development financing and social cohesion but face governance challenges including elite capture, financial mismanagement, and limited institutional capacity for sustained advocacy. Recommendations include formalization of partnership memoranda between community development associations and local government councils, provision of capacity building grants, and establishment of joint monitoring committees for community development programs in Udi Local Government Area.
