Assessment of Vessel Traffic Safety in Kainji Lake, Niger State

Kainji Lake, created by the impoundment of the River Niger, supports significant inland fishing, transportation, and tourism activities in North West Nigeria. This study assesses vessel traffic safety conditions on Kainji Lake, focusing on the vessels operated by fishing cooperatives and local passenger transport services in Niger State. A descriptive survey design was employed, using field observation, structured questionnaires administered to sixty boat operators and fishermen, and review of incident records from the Niger State Waterways Authority. Thirty operational vessels were physically inspected against a safety checklist covering life-saving appliances, navigation lights, hull condition, and engine reliability. Findings reveal a high rate of non-compliance with basic safety requirements, including the near-total absence of life jackets and navigation lights on fishing vessels. The majority of vessel operators lack formal maritime training, relying entirely on experiential knowledge of the lake's conditions. The lake's seasonal water level fluctuations create dynamic hazards, including exposed rocks and submerged tree stumps, which are not adequately charted. Several capsizing incidents involving fatalities were documented within the five-year study period. Recommendations include mandatory registration and safety inspection of all lake vessels, introduction of a practical boating safety certificate for inland vessel operators, and deployment of a rapid response rescue unit on the lake.
