Public water ferry services serve a critical transportation function for communities separated by rivers in the Nigerian interior. This study assesses the physical condition, safety compliance, and service reliability of public water ferries operating at Lokoja, Kogi State, a major river junction city where the River Niger and River Benue converge. A descriptive survey design was employed, using physical inspection of twenty-five ferries operated by both public and private operators, structured questionnaires administered to sixty passengers and forty operators, and review of ferry service records held by the Kogi State Ministry of Transport. Inspections examined hull structural integrity, engine condition, life-saving appliances, freeboard, and navigation lights. Findings indicate that the majority of public ferries in service are between fifteen and thirty years old and have undergone no formal structural survey within the past five years. Life jacket availability was found to be critically deficient, with several ferries carrying fewer than a third of the required number for their licensed passenger capacity. Engine breakdowns at midstream were reported as a frequent occurrence by the majority of passengers interviewed. The study attributes poor vessel conditions to limited public investment in ferry infrastructure and the absence of a dedicated waterway regulatory body at the state level. Recommendations include establishment of a Kogi State Inland Waterways Safety Authority, annual structural surveys of all licensed ferries, and a phased fleet replacement programme.
