Evaluation of Environmental Management Plans in the Nigerian Cement Industry: Focus on Quarry Operations in Ogun and Sokoto States

Cement manufacturers in Nigeria are legally required to prepare and implement Environmental Management Plans (EMPs) covering limestone quarrying activities, yet the quality and implementation fidelity of these documents vary considerably. This study evaluates the content, adequacy, and on-ground implementation of EMPs at cement industry quarry operations in Ogun State, South West Nigeria, and Sokoto State, North West Nigeria. Document reviews of approved EMPs were conducted for six quarry operations, and field audits assessed the correspondence between planned and actual environmental management measures. Key performance indicators evaluated include dust suppression, noise monitoring, progressive rehabilitation, biodiversity management, and community engagement. Interviews with environmental management staff and regulatory officers from NESREA and the Federal Ministry of Environment provided institutional context. Results indicate that EMP quality is substantially higher in Ogun State operations, likely reflecting stronger regulatory oversight proximity to Abuja. Implementation gaps are largest in progressive rehabilitation and biodiversity management across both states. The study develops an EMP effectiveness scoring matrix that can be adopted by regulators as a licence renewal evaluation tool. Policy recommendations include mandatory independent EMP audit at two-year intervals, standardised EMP templates for mining operations, and publication of EMP compliance scores in an accessible public register.
