Application of the Balanced Scorecard to Performance Measurement in University Registrar Offices in North West Nigeria

This study applies the Balanced Scorecard (BSC) framework to the performance measurement practices of university Registrar offices in the North West geopolitical zone of Nigeria, specifically in Kano, Sokoto, and Kebbi States. University Registrar offices are the administrative nerve centres of university governance, responsible for student registration, examinations coordination, records management, and institutional compliance. However, performance measurement in these offices has historically been informal and non-systematic. The research employs a professional application design, targeting Registrars, deputy registrars, and administrative officers in five universities. Structured questionnaires, BSC adaptation frameworks, and administrative output data reviews form the data collection toolkit. The Balanced Scorecard Theory and the Strategic Management Framework provide the theoretical basis, with literature from 2020 to 2024 on performance measurement in Nigerian university administration supporting the analysis. The study develops a contextualised BSC adapted to Registrar office realities across four perspectives: financial, customer, internal process, and learning and growth. Recommendations target university Registrars and the National Universities Commission.
