Coverage of Enugu State Government Activities by Enugu State Broadcasting Service (ESBS): A Critical Analysis

State-owned broadcast media in Nigeria have long been critiqued for functioning as partisan instruments of incumbent governments rather than as objective public service broadcasters serving the information needs of all citizens. This study critically analysed the coverage of Enugu State Government activities by the Enugu State Broadcasting Service (ESBS) to determine the extent of editorial independence and journalistic balance in its reportage. The study was anchored on the Political Economy of Media Theory, which holds that ownership structures and funding sources fundamentally shape media content and editorial priorities. A content analysis design was adopted, with a population comprising all government-related news items broadcast on ESBS television news during a 16-week period from September to December 2023. A systematic sample of 280 broadcast items was coded for source diversity, tone, prominence, factual balance, and opposition voice inclusion. Findings revealed a disproportionate favouring of pro-government coverage, with 81 percent of items adopting a positive or neutral-to-positive tone toward government activities. Opposition voices, civil society organisations, and critical citizen perspectives were cited in fewer than 12 percent of sampled items. Breaking news events involving government failures received minimal airtime compared to ceremonial government activities. The study concluded that ESBS operates predominantly as a government mouthpiece rather than an independent public broadcaster, undermining its credibility and public service mandate. It was recommended that the National Broadcasting Commission enforce minimum standards of editorial independence for state broadcasters and that ESBS adopt a transparent editorial policy document.
