WhatsApp and Community Development Communication: A Study of Community Groups in Awka, Anambra State

WhatsApp has rapidly become a primary communication infrastructure for community-level information sharing, mobilisation, and development dialogue in Nigerian urban communities, yet its specific role as a development communication tool in Awka remains underexplored in academic literature. This study examined how WhatsApp community groups facilitate development communication processes among residents of selected communities in Awka, Anambra State. The study was anchored on the Participatory Communication Theory, which holds that effective development communication requires the active inclusion of community voices in defining, implementing, and evaluating development messages and initiatives. A mixed-method design was adopted, combining a survey of 310 purposively selected community WhatsApp group members with content analysis of 1,200 messages sampled from 15 active community groups. Findings indicated that WhatsApp groups in Awka communities are primarily used for information dissemination on community meetings, security alerts, fundraising initiatives, and civic mobilisation. Information sharing was predominantly top-down within groups, with group administrators controlling message posting permissions in 73 percent of surveyed groups. Community development discussions were most frequent in groups associated with town unions and community development associations. The study concluded that WhatsApp community groups in Awka demonstrate strong development communication potential but are frequently structured in ways that limit participatory dialogue and marginalise less digitally connected community members. It was recommended that community organisations train group administrators in participatory facilitation and develop inclusive digital access strategies to broaden community engagement.
