Pension Fund Administration and Retirement Security of Workers in Enugu State: An Assessment of the Contributory Pension Scheme

The Contributory Pension Scheme introduced through the Pension Reform Act of 2004 and amended in 2014 was designed to address the chronic underfunding and mismanagement that had rendered the Defined Benefit system incapable of assuring retirement security for Nigerian workers, yet implementation challenges continue to limit the scheme's effectiveness in many states. This study assesses the administration of the Contributory Pension Scheme and its implications for the retirement security of workers in Enugu State. The study is anchored on the Life-Cycle Theory of Saving, which posits that rational individuals optimise consumption across their lifespan by accumulating savings during working years to fund retirement consumption needs. A cross-sectional survey design was adopted. The population comprised contributing workers and retirees across public and private sector organisations in Enugu State, totalling an estimated 48,000 registered contributors. A sample of 381 respondents was drawn using stratified random sampling. Data were collected through structured questionnaires and analysed using descriptive statistics and multiple regression. Findings reveal that regular contribution remittance by employers, fund manager competence, and regulatory compliance monitoring by the National Pension Commission are the most significant determinants of retirement benefit adequacy. The study further finds that 61 percent of sampled workers express concern about the sufficiency of accumulated pension funds to cover basic retirement needs, citing irregular employer remittances as the primary concern. It is concluded that the Contributory Pension Scheme, while structurally sound, requires stronger enforcement mechanisms to realise its retirement security mandate for Enugu State workers. The study recommends that PenCom intensify employer compliance audits and establish faster penalty enforcement procedures for persistent remittance defaulters.
