Traffic Impact Assessment Methodology for Commercial Developments in Nigerian Urban Centres

Commercial development proposals in Nigerian urban centres frequently proceed without adequate Traffic Impact Assessment, contributing to localised congestion and pavement deterioration at development sites. This study develops a professional Traffic Impact Assessment methodology calibrated for the Nigerian urban context. A methodology development approach was adopted, reviewing international TIA guidance from the Institute of Transportation Engineers and the UK DfT, and adapting procedures for Nigerian traffic conditions and data availability constraints. Case study TIAs were conducted for three commercial developments (a shopping mall in Abuja, a hospital in Enugu, and a logistics hub in Lagos) using adapted methods. Trip generation rates were calibrated against traffic counts at comparable Nigerian developments. Modal split adjustments reflecting high motorcycle and minibus usage in Nigerian cities were incorporated. Intersection capacity analysis used Nigerian capacity parameters derived from local speed-flow studies. Results indicate that adapted Nigerian trip generation rates are 25 to 40 percent lower than US Institute of Transportation Engineers values for comparable land uses, reflecting lower vehicle ownership rates. The study produces a Nigerian Traffic Impact Assessment Technical Guide including trip generation rates for fifteen commercial land use types, intersection capacity assessment worksheets, and off-site mitigation measure decision trees. Adoption by the Federal Ministry of Works as a mandatory assessment requirement for commercial developments above 5,000 m2 floor area is recommended.
