Information and Communication Technology Policy Implementation in Nigerian Secondary Schools

Nigeria's National ICT Policy for Education has been in place for over a decade, yet its implementation in secondary schools across the country shows significant variation in outcomes, particularly between geopolitical zones. This study professionally assesses ICT policy implementation in Nigerian secondary schools, with particular focus on infrastructure provision, teacher capacity, and curriculum integration. A mixed-methods survey was administered to 90 school principals and ICT teachers at government secondary schools across all six geopolitical zones. Implementation was assessed against the six priority areas of the NITDA ICT in Schools Framework. Documentary review of school ICT facility inventories, curriculum timetables, and SUBEB records supplemented survey data. Findings indicate that functional computer laboratory provision is confirmed in only 31 percent of government secondary schools surveyed nationally. Teacher ICT competency meets the minimum standard defined in the framework in only 25 percent of schools. ICT curriculum coverage is below the recommended six periods per week in 78 percent of schools. Significant north-south variation exists: South West schools outperform North East schools on all six implementation dimensions. Private schools consistently outperform government schools. The study proposes a Zone-Differentiated ICT Policy Implementation Strategy for Nigerian secondary education, recommending differentiated investment packages tailored to infrastructure baseline and capacity conditions in each geopolitical zone.
