Empirical Investigation of the Digital Divide and Communication Access in Rural Niger Delta Communities

The digital divide in rural Niger Delta communities exists within a unique context of environmental degradation, displacement, and oil economy dependency that creates communication access inequalities beyond the standard infrastructure and literacy dimensions documented in generic digital divide research. This study empirically investigated the communication access dimensions of the digital divide in rural Niger Delta communities in Bayelsa and Rivers States. A mixed-methods survey design was adopted, with structured questionnaires administered to 300 household heads from twelve rural communities, supplemented by focus group discussions with 36 community members. Digital access was assessed across device ownership, connectivity, cost barriers, skill levels, and meaningful use dimensions. Results showed that smartphone ownership was lower than national averages at 41.3 percent despite relatively higher average household incomes compared to other rural Nigerian regions, attributable to network infrastructure gaps. Only 22.3 percent of households had access to reliable mobile internet. Connectivity cost was identified as the primary access barrier by 68.7 percent of respondents. Women showed significantly lower smartphone ownership (31.2 percent) than men (51.4 percent). Community members displaced from ancestral lands by oil facilities had the lowest communication access scores, with compound effects of displacement, income loss, and infrastructure gap. The study fills a contextually specific empirical gap in Niger Delta communication access research, recommending telecom operator infrastructure investment obligations as conditions of Niger Delta operating licences.
