Developing a Comprehensive Student Affairs Counselling Policy Framework for Nigerian Polytechnics

Nigerian polytechnics serve a large and diverse student population whose academic, personal, and career development counselling needs are often inadequately addressed due to absent or poorly designed student affairs counselling policies. This study developed a comprehensive student affairs counselling policy framework for Nigerian polytechnics, with reference contexts from Kaduna, Ogun, and Enugu States. A policy development methodology drawing on international student affairs standards, regulatory review of NBTE counselling requirements, and stakeholder consultations was employed. Consultations with 15 polytechnic student affairs directors, 10 counsellors, and 30 students across three polytechnics identified the absence of written counselling policies in 73 percent of institutions, unclear counsellor mandate boundaries, inadequate confidentiality provisions, no standardised referral systems, and minimal career development programming as the primary policy gaps. The policy framework developed encompasses nine policy areas: counselling service mission and scope, counsellor qualification and role definition, student confidentiality and ethical standards, service access and utilisation procedures, record-keeping and data protection, referral and crisis response protocols, career development programming standards, evaluation and quality assurance, and resource allocation benchmarks. Model policy text and implementation guidance are provided for each area, adapted for the Nigerian polytechnic context. Expert review by 12 student affairs and counselling specialists confirmed the framework's professional adequacy. The study recommends formal adoption by NBTE as a minimum student counselling policy standard for polytechnic accreditation.
