Designing a Cybercrime Investigation Capacity Building Programme for Nigerian Law Enforcement

Nigeria's cybercrime landscape is growing rapidly, but the investigation capacity of the EFCC, NPF cybercrime units, and DSS remains inadequate relative to the technical sophistication of cybercriminals, and a professionally designed capacity building programme would address this critical gap. This study designed a comprehensive cybercrime investigation capacity building programme for Nigerian law enforcement, drawing on assessment of current capacity across EFCC, NPF Cybercrime Unit, and two state CID divisions in Lagos and Abuja. A professional training needs assessment methodology was employed, incorporating structured interviews with 18 investigators, review of 30 cybercrime case files, and benchmarking against interpol Digital Crimes and FBI Cyber Division training standards. The assessment identified five critical capacity gaps: digital evidence acquisition and preservation (86.7 percent of investigators rated as inadequately trained), cryptocurrency transaction tracing (91.1 percent), dark web investigation techniques (93.3 percent), cross-border mutual legal assistance procedures (77.8 percent), and courtroom digital evidence presentation (66.7 percent). The designed programme comprises five modular training tracks delivered over 24 weeks combining residential and e-learning components, with vendor-neutral certification at completion. Equipment procurement specifications for investigation laboratories and a digital evidence standard operating procedure are included. Expert review by eight cybercrime investigation specialists confirmed the programme's adequacy. The study recommends adoption by the National Cybercrime Advisory Council as the standard capacity development curriculum for all Nigerian cybercrime investigation units.
