Designing a Corporate Security Management Framework for Nigerian Oil and Gas Companies

Oil and gas companies in Nigeria operate in a uniquely high-risk security environment encompassing militant attacks, kidnapping, oil theft, and community conflict, and professionally designed corporate security management frameworks that balance operational security with community relations are essential for sustainable operations. This study designed a corporate security management framework for oil and gas companies operating in the Niger Delta, with specific reference to on-shore and offshore operational risk profiles in Rivers, Delta, and Bayelsa States. A professional framework design methodology was employed, drawing on security risk assessments at three operating company contexts, structured interviews with 20 corporate security managers, 10 community relations specialists, and 6 human security experts, and benchmarking against Voluntary Principles on Security and Human Rights, ISO 18788 Private Security Operations Management, and Shell Global Security Standard frameworks. The framework designed encompasses threat and risk assessment protocols, community engagement security integration, private security contractor management and oversight, crisis response and hostage incident management, information security for operational data, and human rights compliance in security operations. An integrated community security liaison function is a central innovation, embedding security management within community development relationships rather than treating it as a separate operational function. Expert review by ten corporate security and human security specialists confirmed the framework's operational viability. The study recommends adoption as a baseline standard by Nigerian oil industry trade associations.
