Evaluating the Performance of Nigeria’s Financial Intelligence Unit in Combating Corruption Proceeds

The Nigerian Financial Intelligence Unit plays a critical role in the counter-corruption architecture by generating and disseminating financial intelligence from Suspicious Transaction Reports to prosecution and investigation agencies, and evaluating its performance against FATF standards provides essential input for governance reform. This study evaluated NFIU's operational performance in generating actionable financial intelligence for corruption investigations from 2019 to 2023. A programme evaluation design was employed, combining documentary analysis of NFIU Annual Reports, published EFCC conviction data, and GIABA evaluation reports, with structured interviews with 12 NFIU analysts, 8 EFCC financial intelligence consumers, and 4 ICPC officials. Evaluation dimensions covered STR analysis quality, dissemination timeliness, prosecution linkage rates, international cooperation activities, and human resource capacity. Results showed that NFIU disseminations to law enforcement increased from 412 in 2019 to 1,104 in 2023, a 168 percent growth. However, prosecution use of NFIU intelligence remained at 16 percent of disseminated cases. Timeliness of dissemination showed a mean of 47 days from report receipt to dissemination, significantly above the FATF target of 15 days. International cooperation requests were fulfilled within target timelines in 71 percent of cases. Analyst capacity remains insufficient at a ratio of 1 analyst per 5,800 STRs received. The study recommends NFIU analyst capacity tripling, automation of STR triage, and mandatory feedback mechanisms from prosecution agencies on intelligence utility.
