Designing a Security Operations Centre Model for Nigerian Federal Universities

Federal universities in Nigeria manage research data, student information, and critical academic infrastructure that requires continuous security monitoring, and designing an appropriate Security Operations Centre model for this institutional context addresses a critical gap in Nigerian higher education cybersecurity management. This study designed a Security Operations Centre model for Nigerian federal universities, with reference to the University of Ibadan, University of Nigeria Nsukka, and Ahmadu Bello University, representing the South West, South East, and North West zones. A professional design methodology was applied, drawing on threat landscape analysis for Nigerian universities, review of international university SOC models from MIT, the University of Edinburgh, and University of Cape Town, and structured consultations with 15 university IT security officers and 8 cybersecurity architecture specialists. The model designed specifies a centralised-federated hybrid architecture enabling economies of scale while accommodating campus-level diversity. Core components include a Security Information and Event Management system, network traffic analysis, endpoint detection and response integration, threat intelligence feeds, and a 12-hour monitoring cycle adapted to university operational budgets. Staffing requirements, technology stack specifications, SLA definitions, and escalation procedures are detailed. Expert review by ten university cybersecurity and SOC design specialists confirmed the model's operational feasibility. The study recommends the model be submitted to the NUC as a minimum university cyber resilience standard and that TETFund fund a pilot SOC deployment at two federal universities as a template for national scaling.
