Developing an ECD Data Management System for Akwa Ibom State Ministry of Education

Effective ECD policy and resource allocation decisions require reliable data on centre distribution, enrolment, teacher qualifications, and child outcomes, and developing a data management system for Akwa Ibom State Ministry of Education addresses a critical evidence infrastructure gap in South South Nigeria. This study developed an ECD data management system for the Akwa Ibom State Ministry of Education, drawing on an audit of current data flows from 120 ECD centres to state level, structured consultations with 15 Ministry officials and 8 educational data management specialists, and benchmarking against the national EMIS architecture and comparable ECD data systems in Oyo and Lagos States. The data audit confirmed that centre-level records existed in paper form only in 72 percent of centres, that LGA-level data compilation was irregular and inconsistent, and that state-level ECD statistics were largely unavailable for annual planning. The system designed specifies a digital data collection tool for centre-level monthly reporting, an LGA-level data aggregation dashboard, a state-level ECD indicators scorecard with 18 key performance measures, and an annual ECD State of the Sector report template. Training requirements for data focal persons at centre, LGA, and state levels are specified. Expert review by 10 educational data specialists confirmed the system's technical feasibility. Recommendations include phased implementation starting with Uyo and Ikot Ekpene LGAs, partnership with UNICEF for data system development support, and annual public release of the state ECD indicator scorecard.
