Developing an Original Complexity Theory Model for Early Childhood Education System Reform in Nigeria

Early childhood education systems in Nigeria exhibit complex adaptive system properties including emergent quality patterns, feedback loops between policy and practice, and non-linear responses to interventions, and developing an original complexity theory model for ECD system reform provides a theoretically sophisticated policy instrument. This study developed an original Complexity Theory Model for Nigerian ECD System Reform, drawing on complexity science, systems theory, and empirical system mapping across four states. A complex adaptive systems methodology was employed, combining systematic review of complexity theory in educational reform (58 publications from 2018 to 2024), participatory system mapping workshops with 80 ECD stakeholders from Kano (NW), Benue (NC), Anambra (SE), and Rivers (SS) States, agent-based simulation modelling of ECD system dynamics, and expert validation. System mapping identified 44 variables and 78 causal relationships, with four reinforcing feedback loops sustaining low quality: the undertrained teacher-poor practice loop, the low-quality centre-low demand loop, the absent monitoring-non-accountability loop, and the underfunded state-inadequate infrastructure loop. Agent-based simulation tested 12 reform scenarios. Simultaneous intervention on teacher qualification and monitoring infrastructure achieved the largest quality improvement in simulation (39 percent quality increase). Single-intervention approaches failed to break reinforcing loops. The original Nigerian ECD Reform Complexity Model specifies system leverage points, intervention sequencing, and feedback monitoring requirements. Expert review by 22 specialists confirmed the model's original theoretical and methodological contribution. Recommendations include complexity thinking training for ECD policy designers and annual system mapping reviews at state level.
