Community Development Associations and Secondary School Improvement in Enugu State: A Participatory Analysis

This study provides a participatory analysis of the role of community development associations in secondary school improvement in Enugu State, South East Nigeria. Community development associations represent an important form of local civic organisation in the South East, with a well-documented history of financing public infrastructure including schools. However, the nature, extent, and educational effectiveness of community involvement in secondary school improvement have not been empirically studied in a systematic manner. The study employs a mixed methods design combining a survey of 280 community leaders, school administrators, and teachers with documentary analysis of school improvement records spanning five years. Data are analysed using multiple regression and thematic content analysis. The study draws on the Social Capital Framework of Putnam. Findings reveal that active community development associations contribute significantly to school infrastructure rehabilitation, scholarship provision, and examination motivation programmes. However, their involvement in instructional improvement and curriculum matters is minimal, reflecting limited community capacity in pedagogical areas. The quality of the relationship between school administration and community leadership is identified as the key determinant of the depth and sustainability of community engagement. Recommendations include structured school-community compacts that define complementary roles for community associations in secondary school development in Enugu State.
