Institutional Autonomy, Academic Freedom, and Research Productivity in Nigerian Federal Universities: A Structural Analysis

This study provides a structural analysis of the relationships among institutional autonomy, academic freedom, and research productivity in federal universities in Nigeria. Institutional autonomy and academic freedom are foundational values of the modern university, widely recognised as enabling conditions for scholarly inquiry and knowledge creation. Yet their precise structural and operational manifestations in the Nigerian federal university context, and their joint effects on research productivity, have not been theorised or empirically modelled at the doctoral level. The study employs a multi-phase mixed methods design. The qualitative phase involves 45 in-depth interviews with professors, university administrators, and policy officials across six federal universities drawn from all geopolitical zones. The quantitative phase surveys 420 academic staff using validated instruments and uses confirmatory factor analysis and structural equation modelling for hypothesis testing. The study develops a structural model grounded in the Humboldtian University Model, the New Institutionalism Theory, and the Resource Dependency Framework. Findings demonstrate that institutional autonomy exerts its effect on research productivity primarily through academic freedom as a mediating variable, and that government interference, internal governance opacity, and funding dependence significantly constrain both autonomy and freedom. The study makes a original contribution by constructing a first empirically validated structural model of the autonomy-freedom-productivity relationship in the Nigerian federal university system. Recommendations address constitutional amendments, NUC regulatory reform, and university governance restructuring.
