Bureaucratic Dysfunction and the Quality of Basic Education Administration in Nigerian Local Government Education Authorities

This study examines the nature and consequences of bureaucratic dysfunction in local government education authorities and its effects on the quality of basic education administration in Nigeria. Local government education authorities occupy a constitutionally critical position in Nigerian basic education governance, yet they have been persistently characterised by institutional pathologies including corruption, capacity deficits, political patronage, and accountability failure. Despite the centrality of this tier to UBE delivery, doctoral-level theorisation of its dysfunctions and their educational consequences remains absent from the literature. The study employs a multi-site qualitative design involving 18 months of fieldwork across eight local government education authorities in Kano, Rivers, Enugu, and Benue States, chosen to represent diverse governance environments. Data are gathered through 60 in-depth interviews with education officers, school administrators, and policy officials, supplemented by document analysis and non-participant observation. A Weberian Bureaucracy Framework, combined with the Neo-Institutionalism Theory and Political Economy of Education analysis, informs the theoretical approach. Data are analysed using thematic discourse analysis and cross-case synthesis. Findings reveal four distinct dysfunction archetypes, ranging from resource capture and political clientelism to regulatory abandonment and organisational inertia, each producing different quality consequences for basic education. The study makes an original theoretical contribution by constructing a Dysfunction Typology for Nigerian local education governance. Recommendations address constitutional redesign of local education authority mandates, anti-corruption mechanisms, and capacity development strategies.
