Digital Divide, Educational Technology, and Learning Equity in Nigerian Secondary Schools: A National Study

This study provides the first nationally representative empirical analysis of the digital divide in Nigerian secondary schools and its consequences for learning equity, developing an original Digital Education Equity Framework to guide policy and investment decisions. The COVID-19 pandemic exposed the depth of digital inequality in Nigerian secondary education, as students without device access and internet connectivity were entirely excluded from remote learning during school closures. The structural determinants and learning outcome implications of this digital divide have not been comprehensively mapped at the national level. This study uses a nationally stratified random sample of 300 secondary schools across all 36 states and the FCT, with infrastructure surveys documenting device availability, internet connectivity, electricity reliability, and teacher digital competency. Digital divide is operationalised as the multi-dimensional gap between device access, connectivity, digital literacy, and pedagogical technology integration across school types and geopolitical zones. Learning outcomes are measured using WASSCE results and Early Grade Reading Assessment scores. Multilevel regression, spatial analysis using GIS mapping of school-level digital infrastructure data, and qualitative case studies of 12 schools representing high and low digital equity contexts are combined. Results reveal profound digital stratification by school type (private versus public), geopolitical zone, and urban-rural location. Digital access inequality is estimated to account for 18 percent of the variation in school-level WASSCE performance. The study contributes an original Digital Education Equity Index for Nigerian secondary schools and recommends a Universal Digital Access for Education programme modelled on the Universal Service Provision Fund principles, targeting public secondary schools with priority given to northern and rural contexts.
