Rural Entrepreneurship Development and Poverty Alleviation: A Management Review of State Government Programmes in North East Nigeria

This study conducts a management review of state government rural entrepreneurship development programmes in North East Nigeria, evaluating their design quality, implementation effectiveness, and poverty alleviation outcomes in Gombe, Adamawa, and Taraba States. Rural entrepreneurship development is a stated priority for North East state governments as they seek to rebuild economies disrupted by conflict and drought, yet the programmes they implement are rarely subjected to systematic management evaluation. The study employs a qualitative programme evaluation methodology, reviewing the design documents, budget allocation records, and beneficiary data of six state government enterprise support programmes across the three states, supplemented by semi-structured interviews with 20 programme administrators and 30 beneficiary entrepreneurs. Evaluation criteria include programme coherence, targeting accuracy, implementation fidelity, beneficiary satisfaction, and enterprise outcome evidence. Findings reveal significant implementation gaps in all six programmes, with actual beneficiary reach averaging 43 percent of planned targets due to fund disbursement delays, implementation contractor underperformance, and beneficiary dropout. Targeting of the poorest rural households is inconsistent, with better-connected rural residents disproportionately accessing programme benefits. Enterprise outcome evidence is weak due to inadequate monitoring and evaluation systems. Programme design quality varies substantially, with Adamawa State's 2021 rural enterprise programme showing the most coherent logic model. Recommendations include the mandatory adoption of a results-based management framework for all North East state enterprise development programmes and the engagement of independent programme evaluators for mid-term reviews.
