Integrated Environmental Management Plan for a Proposed Cement Plant Site in Sokoto State

This study develops an integrated environmental management plan for a proposed new cement manufacturing facility in Sokoto State, North West Nigeria, drawing on the environmental baseline conditions documented in the environmental impact assessment and translating identified impacts into a comprehensive management and monitoring framework. The proposed facility is located in a semi-arid zone with limestone deposits, and its operation will generate dust emissions, quarrying impacts, kiln combustion emissions, large volumes of process water, and noise, all of which require specific environmental management commitments as conditions of NESREA project approval. The integrated environmental management plan covers fifteen environmental aspects identified through the EIA process, including air quality, surface and groundwater, soil and land, biodiversity, noise and vibration, community health, workforce welfare, waste management, and climate change. For each aspect, the plan defines management objectives, specific control measures with responsible parties, performance indicators, monitoring frequency and method, and corrective action triggers. The air quality management plan section is developed in greatest technical detail, specifying baghouse filter performance requirements for kiln and raw material handling systems, continuous emission monitoring equipment specifications, ambient air monitoring network design, and dust suppression requirements for unpaved haul roads. The groundwater protection plan specifies lining requirements for process water ponds and a monitoring well network design. The plan provides a template that satisfies NESREA environmental management plan content requirements while being operationally specific.
