Evaluation of Participatory Environmental Management Initiatives in Sokoto South Local Government Area

Participatory environmental management approaches that engage communities as active stakeholders rather than passive beneficiaries have gained increasing policy support in Nigeria as a means of improving programme sustainability and local ownership. This study evaluates the design, implementation, and outcomes of participatory environmental management initiatives in Sokoto South Local Government Area, North West Nigeria. Three government-supported and two NGO-facilitated initiatives targeting tree planting, erosion control, and water source protection were assessed using a programme evaluation framework combining document review, key informant interviews with programme implementers, and focus group discussions with 120 community participants. Outcome indicators including vegetation cover change, erosion control effectiveness, and sustained community participation rates were assessed through field measurement and attendance records. Findings reveal significant variability in participation quality across the five programmes, with those demonstrating genuine co-design processes and equitable benefit-sharing recording the highest sustained participation rates. Two of the government-facilitated programmes show evidence of tokenistic consultation rather than substantive community involvement, correlated with lower performance on outcome indicators. Women's participation in decision-making roles remains limited across all five programmes. Successful initiatives exhibit strong local institutional linkages, transparent financial management, and integration of traditional ecological knowledge in technical planning. Recommendations focus on capacity building for community mobilisers, gender-responsive participation frameworks, and establishment of independent outcome monitoring by tertiary institutions in Sokoto State.
