Professional Analysis of Renewable Energy Policy Implementation in Taraba State

State-level renewable energy policy implementation in Nigeria varies substantially across geopolitical zones, with rural electrification expansion and clean energy transition goals often limited by institutional capacity, financing gaps, and inadequate private sector engagement. This study provides a professional analysis of renewable energy policy implementation in Taraba State, North East Nigeria, examining the policy framework, implementation mechanisms, programme achievements, and barriers. Documentary analysis of the Taraba State Rural Electrification Policy and associated action plans, combined with structured interviews with 22 officials in the State Ministry of Energy, Rural Electrification Agency offices, and local government energy committees, forms the primary evidence base. Field verification of 18 solar mini-grid and standalone solar system installations documented operational status, beneficiary satisfaction, and maintenance arrangements. Findings reveal a substantial implementation gap between policy commitments and ground-level outcomes, with only 28 percent of planned mini-grid installations commissioned within their target timeframes. Key implementation barriers include delayed counterpart funding releases, inadequate capacity in local government energy units to supervise contractors, and limited community engagement during site selection. Operational sustainability of completed installations is challenged by inconsistent maintenance service provision and limited availability of replacement components in rural markets. The study recommends establishment of a dedicated renewable energy implementation unit within the Taraba State Ministry of Energy, adoption of standardised public-private partnership frameworks for mini-grid operations, and integration of community energy committees into the formal governance structure of each installation.
